French scientist Dr. Pauline Joubert wants to expose Nikola Tesla's secret low-frequency radio wave warfare, which destroys the environment, animal life, and entire populations who become its innocent victims. In efforts to cover up their diabolical warfare techniques, the government hires hitman Jean-Jacques, who murders Pauline in New York's Central Park in 1985. The very next day, Cassie Cole is born.
